The history of the foundation of the Government Agency “Department of diplomatic service” under the Ministry of Foreign Affairs of the Republic of Uzbekistan

 

On November 1, 1988, in Tashkent, the Autonomous Department of Department of diplomatic service was established in Tashkent, with the goal of radical improvement of the condition of the diplomatic staff and other foreign mission in Uzbekistan.

In 1992, TashUPDK was reorganized into the Department of diplomatic service of the Ministry of Foreign Affairs of the Republic of Uzbekistan.

In 1993, in accordance with the Decree of the Cabinet of Ministers of the Republic of Uzbekistan No. 247 "On the satisfaction of friendly conditions for diplomatic representatives and other foreign representatives, equivalent in the Republic of Uzbekistan", the Department of Department of diplomatic service was defined as a unique customer for providing services to diplomatic and equivalent foreign missions and was tasked with coordinating the activities of enterprises and organizations that coordinate the activities of diplomatic and equivalent foreign missions.

Decree of the President of the Republic of Uzbekistan No. PF-5400 dated April 5, 2018 "On the interest and radical control of the system of the Ministry of Foreign Affairs of the Republic of Uzbekistan and the strengthening of responsibility for the implementation of the priority direction of foreign policy and foreign economic affairs" by the Bureau of Service and Diplomatic Corps of the Ministry of Foreign Affairs of the Republic of Uzbekistan Uzbekistan.

 

With the Decree Cabinet of Ministers of the Republic of Uzbekistan No. 550 dated July 2, 2019 "On measures to radically improve the provision of services to diplomatic missions, consular institutions and equivalent organizations accredited in the Republic of Uzbekistan", the Bureau was defined in the style of the diplomatic corps as a unique customer. In accordance with the Decree of the President of the Republic of Uzbekistan No. PF-133 dated August 30, 2024, "On the effective organization of the Ministry of Foreign Affairs in the framework of administrative reform", the State Unitary Enterprise "Bureau of the Diplomatic Corps" at the Ministry of Foreign Affairs of the Republic of Uzbekistan was reorganized into the "Department of diplomatic service" Ministry of Foreign Affairs of the Republic of Uzbekistan.

 

With the Decree Cabinet of Ministers of the Republic of Uzbekistan No. 26 dated January 23, 2026 "On measures to further improve the provision of services to diplomatic missions, consular institutions of foreign countries in the Republic of Uzbekistan and organizations accredited by the Ministry of Foreign Affairs equivalent to them", was reorganized Government office of the Ministry of Foreign Affairs.

The following basic tasks are assigned to the diplomatic service:

Creating the necessary conditions for the activities of diplomatic missions in the Republic of Uzbekistan, providing them with a number of services, resolving issues to ensure the proper functioning of diplomatic missions, and implementing other measures;

Implementation of measures to provide services and accommodation to diplomatic missions stipulated by the international obligations of the Republic of Uzbekistan;

Implementation of construction and reconstruction of facilities and residential premises intended for diplomatic missions in the territory of the Republic of Uzbekistan, as well as diplomatic missions and consular institutions of the Republic of Uzbekistan abroad; assistance in the execution of lease agreements and purchase and sale contracts for buildings and premises allocated for the accommodation of diplomatic missions and their employees (mediation), as well as ensuring the operation of these buildings and premises.

The Department of Department of diplomatic service provides assistance to diplomatic and equivalent international organizations accredited in the Republic of Uzbekistan in the lease and purchase of land plots and buildings, as well as in the construction of new office and residential buildings, the use of real estate, as well as in the lease of real estate at the request of diplomatic missions and equivalent foreign missions.

One of the important areas of activity of the Department of Department of diplomatic service is the provision of protocol and service services. This, first of all, is the organization of reception and monitoring through the VIP lounge of the Tashkent airport, assistance in obtaining visa assistance and extending the visa period at the Department of Migration and Citizenship of the Ministry of Internal Affairs of the Republic of Uzbekistan. In addition, the Department of Department of diplomatic service provides assistance in selling air tickets for domestic flights and flights to neighboring countries, booking and purchasing air tickets for international flights.

The Department of diplomatic service provides assistance to diplomatic missions and international organizations accredited in Tashkent in purchasing and installing radio-electromagnetic stations, obtaining permits for the import and use of equipment, extending and reissuing permits.

Resolves issues related to customs services, such as declaring incoming, outgoing and transit cargo of diplomatic missions and foreign firms and companies, storing cargo in a customs warehouse, and obtaining advice on customs clearance of cargo.

The Department of diplomatic service has a department for working with employees of foreign missions, which carries out registration of citizens of the Republic of Uzbekistan for work in diplomatic missions, issues relevant orders on hiring and dismissal, and makes entries in the work books of citizens of the Republic of Uzbekistan. The Department of diplomatic service promptly resolves issues related to the registration of vehicles of diplomatic missions, including issuing equivalents of driver's licenses to vehicles, state registration of cars, and assists in the technical inspection of vehicles.

In addition, the Department of diplomatic service is additionally entrusted with the functions of assisting in ensuring the security of the premises of diplomatic missions and ambassadors' residences, and receiving and sending diplomatic letters at the request of diplomatic missions in Tashkent.

Along with the tasks and functions performed by the Diplomatic Service, serious attention is paid to the organization of free time of diplomatic corps employees.

 

Every day, the Department of diplomatic service organizes chess and mini-football tournaments, festivals of traditional culture and national cuisine, as well as special trains and historical cities of Bukhara, Samarkand and Khiva, with representatives of the diplomatic corps and international organizations, accredited in the Republic of Uzbekistan, which facilitate the strengthening of political and cultural ties. song

In 1992, 14 diplomatic missions were accredited in Uzbekistan, and 4 embassies were registered and registered on January 1, 1993. Today, the Department of diplomatic service serves 2,952 foreign missions and enterprises, of which 48 are ambassadors, 17 are diplomatic missions, 74 are international organizations, 879 are representatives of foreign firms and companies, and 1934 are enterprises with foreign investments.

Every year, the Dipservis Service organizes chess and mini-football tournaments, festivals of cultural traditions and national cuisine, as well as study tours to the historical cities of Bukhara, Samarkand and Khiva, with the participation of representatives of the diplomatic corps and international organizations accredited in the Republic of Uzbekistan, contributing to the strengthening of political and cultural ties between our country.
